Athens Services

Athens Services is a privately owned waste management company that has been providing collection and recycling services in Southern California for over 50 years.  Founded in 1957 by Jack Arakelian, Athens Services has maintained a rich tradition of commitment to service, community, and the environment. The Arakelian Family continues to oversee the day-to-day operations of Athens Services, while still empowering their employees at every level.  Schafer consulting was engaged by Athens to assist them in their response to an RFP issued by the City of Los Angeles as part of their new Franchise Hauling plan.  As part of their response, we were requested to develop an overall IT Master Plan for the organization that includes business process re-engineering and change management plans.

Scope of Work:

We assisted Athens in the development of a Planned IT Roadmap, which includes a detailed timeline in order to support them in being compliant with the technology requirements as defined by the City of Los Angeles, Exclusive Waste Haulers Franchise Program.  Included in the scope of work, we reviewed the current environment (AS IS) and compared to the requirements for the future environment (TO BE).  The IT Roadmap outlined the acquisition or expansion of hardware, software, network services, data and/or call center facilities, and training of staff on required technical systems.  The services included an analysis of the Billing, CRM, and Web Portal Development, telephony system, GIS and mobile applications.  Having recently completed the roadmap, our team will now be assisting Athens in implementing our recommendations.

 


 

Central Basin Municipal Water District

Central Basin Municipal Water District is a public agency that purchases imported water from the Metropolitan Water District of Southern California (MWD).  Central Basin wholesales the imported water to cities, mutual water companies, investor-owned utilities and private companies in Southeast Los Angeles County.  The District also supplies water for groundwater replenishment and recycled water for municipal, commercial and industrial use.  Additionally, Central Basin’s award-winning education program, bilingual Speaker’s Bureau, website, and groundbreaking conservation programs help to increase public awareness about key water issues.  The Central Basin service area includes 24 cities and a population of more than 2 million; it is governed by five publicly elected directors.

Project:  Development of Conservation Notification Awareness Program:

We assisted the District in the development of a water conservation notification and awareness program, including web-based mass public notifications through program/application. The solution will provide a mass public notification program/application to provide information on drought conditions, water provider and city mandated irrigation schedules and water use ordinances.

The conservation notification and awareness program/application will be delivered through a web portal developed through WordPress Open Source Content Management System, which provides easy-to-use and intuitive web-based interfaces. Employing WordPress services to develop the web pages provides an out of the box easy to maintain presentation layer for web portal.

Aslan conducted research on the rebate programs and developed the web portal to help residents with the District’s areas.
